Homer recently retired as Assistant Chief of Police for Winston-Salem, NC. He supervised the Department's CALEA accreditation process, planning and research functions, crime analysis, recruitment and in-service training, and the information and technical services areas. In addition, he has handled many special assignments such as the command of a Multi-agency Task Force on Narcotics as well as the development and implementation of the Repeat Offender and Habitual Felon Unit, and the Domestic Violence Response Team.
During his career, Homer received many awards including the US Attorney's Office, Certificate of Merit; several Law Enforcement Officer of the Year awards; Advanced Law Enforcement Certificate from the NC Criminal Justice Education and Training Standards Commission; NRA Firearms Distinguished Expert Award; the WSPD Medal of Merit; and the City of Winston-Salem Employee of the Year award.
Homer earned a Master's degree in Criminal Justice from the University of Alabama and has been published several times in the Police Law Journal.
For the past eleven years, Homer has been an adjunct professor of Criminal Justice at Gardner-Webb University and also teaches Criminal Justice at Winston-Salem State University.

This is one of the areas that I emphasize and one of these ways that I can contribute to building a community-integrated law enforcement agency."
Terry is a 25 year veteran in law enforcement with a broad base of experience ranging from patrol to investigations, to operations, professional standards, and administration.
He contributes his time and expertise to a number of professional organizations including the North State Law Enforcement Officers' Association where he has served as the State Secretary as well as chapter president; the National Organization of Black Law Enforcement Executives; the North Carolina Law Enforcement Training Officers Association; and the North Carolina Police Executives Association.
Terry has been appointed to the NC Criminal Justice Education and Training Standards Commission where he serves on the Education and Training Committee as well as the Program Evaluation Committee. He also serves on the Juvenile Minority Sensitivity Advisory Committee.
Terry attended Guilford College and is a graduate of the Administrative Officer's Management Program at North Carolina State University. In addition, he holds an Advanced Law Enforcement Certificate.

Kate has 30 years of broad research experience in opinion polling for public agencies, political candidates, health care organizations, and non-profits as well as marketing research experience for electronics, entertainment and consumer products companies.
She holds a Master's degree in Public Opinion Research from Boston University and began her research career with ABT Associates in Cambridge, MA. From there, she went on to management positions with Northeast Opinion Research and Amway Worldwide. She has served as a private research consultant for government agency contractors for HUD and the DOE, for large retirement communities, and for a major mid-west land developer. And, as a private consultant, she helped design and was a lead researcher for a nation-wide, two-year study for one of the nation’s top investment firms.
